Resolved Question: Need help being refered to address a complaint about a shelter in my county?

Last month I went to the local shelter (which I was referred to for funds for rent due to loosing a job). The shelter told me that I needed to give them proper documentation as my pay stubs within the last three months, people living in the house and their income. I gave all documents to the shelter. The next step after submitting documents was to make an appointment for an inspection to see if the house is safe to live in. The appointment was made and the gal who works at the shelter said she forgot to show for the appointment. The next day she showed up for the appointment and inspected the house, noticing there was a light soccet that needed a faceplate, and a little mold growing in the corner of the bathroom. After inspecting she said she would come back later that day to write off the inspection so the rent could be paid. I called and she said she could not show up so we made an appointment the next day. The next day came I called and she was out sick. I started to feel like my chain was being yanked, so I went down to their office asking to talk to the womans superviser which got me nowhere, she said that her co-worker and how dare I accuse her of not being a good employer. The woman in total has missed 5 promised appointments with us, and I feel they are misusing their power. I do not know who to call because the woman at the shelter said she is the "head lady" and there is no one else above her, but I know there has got to be.
